A Ministry-Scale Assessment Initiative — With Bilingual Accuracy as the Non-Negotiable

The UAE-based EdTech provider was rolling out a national digital assessment platform for Grades 6–10 — designed to deliver personalised practice and diagnostic testing to students across government schools. The platform required a large-scale question bank: thousands of items across five core subjects, available in both Arabic and English, aligned to the UAE National Curriculum Framework, and tagged with MOE metadata for adaptive difficulty routing.

The bilingual requirement was the hardest part. The Arabic and English versions of each item couldn't simply be translations — they needed to be pedagogically equivalent. A question that measures one skill in English had to measure the same skill at the same cognitive level in Arabic. For STEM subjects, mathematical notation and scientific terminology needed to align precisely across both language versions.

A bilingual ministry-scale assessment bank sits at the intersection of curriculum expertise, translation accuracy, and adaptive learning system design.

Each Arabic item had to measure the same cognitive skill as its English counterpart — not simply be a word-for-word translation. Arabic sentence structure, mathematical reading conventions (right-to-left numerals in some contexts), and STEM terminology in Modern Standard Arabic all required expert-level judgment, not automated translation.

Adaptive Difficulty Tiers — Three Levels Per Item

The platform's adaptive engine required each item to be tagged with one of three difficulty tiers (foundational, developing, advanced) and mapped to specific learning outcomes within the UAE NCF. This wasn't a post-delivery tagging task — it had to be embedded into item design from the start.
